Melt the chocolate in a heatproof bowl in the microwave in 30-seconds increments at 50% power until the chocolate is just melted. Use a silicone spatula to stir between each increment.
Assemble the Cookies
Dip the flat end of an unwrapped Hershey's Kiss in the melted chocolate and then place it on the bottom (flat side) of a mini Nilla wafer cookie.
Repeat with the remaining Kisses. Allow the chocolate to set before proceeding with the next step. You may need to reheat the melted chocolate at this point if it has begun to solidify.
Dip the flat bottom of a mini chocolate chip in the melted chocolate and place in the center of the top side of the Nilla wafer.
Repeat with the remaining cookies and allow the chocolate to set.
Store the assembled cookies in an airtight container at room temperature until ready to serve.
